A state of emergency was declared last night in Charlotte, North Carolina as protests continued over the police shooting of Keith Lamont Scott on Tuesday. One person shot late Wednesday, now identified as Justin Carr. He remains in critical condition. Authorities initially stressed that the victim was not shot by police officers, though police chief Kerr Putney indicated today that they are investigating reports that an officer could have been involved.
